Bulging vein or artery? What is this? Can it be treated? (photo)

randomdude145
They bulge more when I am hot and when I exercise or get stressed. They have a pulse when I touch them. Sometimes they are not noticeable, other times they are. I’m skinny and my blood pressure is normal. I’m very young and in my teens.
