Can laser treatments below eyes to address redness and possible scarring after CO2 Lumenis facial laser irritate lower eyelids?

My facial skin initially healed very well, except the skin above and below my eyes. Monthly treatments with another laser are helping. Also, at about the 3-month mark, my skin became reactive. Hyperplasia on forehead, capillaries appearing, acne, and milia both above and below eyes. Neither plastic surgeon nor my dermatologist had any real answers or solutions, and my skin still doesn't look as good as it initially did. Any insights, thoughts, or suggestions would be greatly appreciated.

this is very rare to occur, but if it does there are limited options.  the best treatments would be to try pulsed dye laser and/or clear + brilliant or fraxel laser in combination with topical 5FU solution that is dripped on after the treatments.  Microneedling may also help.  Topical steroids and retinoids (vitamin As) can help. you need to see a laser and scarring expert who does this frequently, this is the majority of my practice. This is a common problem with the thin skin of the eyelids following laser resurfacing. You need to increase your sun avoidance and sun protection. Laser resurfacing causes the skin to be more sensitive to the sun. Sun exposure can result in acquired rosacea of the eyelids. Redness, broken capillaries and swelling can all occur. Avoid aquaphor and petroleum based products that promote formation of the milia.
Here is what I would recommend to everyone undergoing laser resurfacing:
1. Prior to your treatment have your car windows coated with clear UVA/UVB sunblock
2. Use sunblock lotion for sensitive skin as a base in the morning but reapply sunblock zinc powder every two hours unless you are inside a room with no windows. Peter Thomas Roth has a nice zinc powder with vit C and E that is widely available on line, Ulta, Sephora, spas and medical offices.
3. Use hyaluronic serum like B5 gel by skin ceuticals
4. Have IPL performed on your cheeks to diminish the bad cytokines that are revving up your inflammation.
Be patient - once you are red and irritated it is going to take time to heal.
