Can laser treatments below eyes to address redness and possible scarring after CO2 Lumenis facial laser irritate lower eyelids?

My facial skin initially healed very well, except the skin above and below my eyes. Monthly treatments with another laser are helping. Also, at about the 3-month mark, my skin became reactive. Hyperplasia on forehead, capillaries appearing, acne, and milia both above and below eyes. Neither plastic surgeon nor my dermatologist had any real answers or solutions, and my skin still doesn't look as good as it initially did. Any insights, thoughts, or suggestions would be greatly appreciated.
