I received IPL treatment 1 week ago and was encouraged to use a Vitamin C serum following my treatment. The serum seemed to cause contact dermatitis all over my face. Redness + clusters of small, itchy whiteheads - particularly on my chin and cheeks. After calling the plastic surgeons office they told me to use Hydrocortisone. The reaction went down within 24 hours however, I am now concerned if damage was done by this inflammatory response, to my freshly photofacial'd skin. Could this be?

IPL treatment improves the appearance of sun damaged skin, removes age spots (sun-induced freckles), most benign brown pigments, and redness caused by broken capillaries through a process called photo rejuvenation for face and body. Since your contact was from a topical medication and not the sun this would not effect your treatment with IPL. If you are still getting the the facial rash please return to your provider and address the concern to them as you may have a truly allergy to the Vit C serum.

The vitamin C serum is recommended after having the treatment done, to assist in the healing process. From what you are describing it doesn't sound like any damage was done by the inflammatory response.
