Part of clavicle removed 30 years ago, is an arm lift possible?

I had a clavicle break 30 years ago. Shortly thereafter my arm started swelling and turning blue. I had surgery that removed part of the clavicle, with no plate inserted for stabilization. ThIs was needed b/c scar tissue had developed over the artery where the bone was removed. I have since that time had tests that show the blood re routed to other veins. This arm is slightly larger than the left. There is also some achiness at times that i live with. Is it possible with these conditions that i could get an arm lift? What problems do you fir see, if any? Thank you for your responses.
