Can rogaine foam (minoxidil) penetrate through cereve moisturising lotion once it’s been fully dry?

There has never been such a study. The likely answer is that no, penetration will be less effective. How much less effective is anyone’s best guess.

There is a chance the lotion might reduce the absorption of minoxidil.We advise our patients to apply minoxidil on a clean, dry scalp and leave it in place for at least four hours.

Ideally, put the minoxidil on 1st and let dry. Should you let the emollient fully dry, the minoxidil should work.
