Can a widened scar stay forever red ? (photos)

I had an accident on my bicep which caused a widened scar. Got scar excision done which resulted in even wider scar. (scar started getting wide from 2weeks - 2months post surgery). Can this stay red forever ? What's the best I can do to hide it ?
