So I have been in almost constant pain since tummy tuck, went to hernia specialist in L.A. referred back to plastic surgeon for repair of weakness, opening in fascia. Fat to right of navel, and area to stitch, will Blue Cross Blue Shield cover this ?

Generally, when there is a combination of insurance and non-insurance aspects to a procedure, not uncommon in breast and nose procedures, the facility and anesthesia times are recorded for each segment, cosmetic and non-cosmetic, of the procedures, and charges are allocated accordingly.
