Can the CO2 fractional laser bring back rosacea that was removed with IPLs before?

I'm considering getting C02 laser. I've had one done in 2009. I had rosacea prior and went thru a series of IPL's to help. I'm wondering if having another C02 fractional laser will bring back my rosacea. Thank you!
