I had profractional laser resurfacing done 3 weeks ago and my skin and scars look worse than before the procedure. I also had hypopigmention and the spots look whiter will I see improvements over the next few months? How long does it take and my face is so red still.

I have never seen this relationship. However if you have a severe inflammation this can possibly retard hair growth as in alopecia areata where localized inflammation prevents hair growth.
Laser resurfacing is done to stimulate new collagen production which will help to smooth out the skin texture. After the procedure the new collagen starts to grow at about 6 weeks. It will continue to grow for 6-12 months afterwards. So final result is not seen until about one year.
There are many types of birthmarks, but I can answer for all of them that creams will not work to remove any type of birthmark. I think you should see a dermatologist or a plastic surgeon for an evaluation and recommendations. Don't waste your money on creams.
