I would really need to see photos to tell what you are referring to. There are ways of shortening the philtrum by cutting out skin at the base of the nose. Some surgeons refer to this as a lip lift, but I dont feel it is a terribly worthwhile procedure.
There is usually something that can be done with every problem that the patient perceives. This can be a relatively minor procedure. I usually sit down with my patients and listen to what bothers them and then we both make a plan to try and correct it.
While I certainly see what you refer to, I would not recommend any surgery to try to correct it. Surgery will unlikely be worthwhile for your situation.
