I have read some reports of side effects continuing after finasteride is stopped. Specifically impotence and depression. How common is this? I am a 24 y.o. male with hairline recession. I would not want to start a drug if there is a risk it could cause permanent mental or sexual dysfunction.

If you are concerned about topical minoxidil and possible side effects discuss your concerns with your doctor. Doctors here are not your doctors and they do not know your personal medical history or your particular inherent risks.
There is no cure for male pattern balding. If you know this, you can be a smarter consumer.

You need to see a doctor for a diagnosis of hair loss on your neck. Some people have hair loss around the neck that can be genetic. Or patchy hair loss can be (among other things) alopecia areata.
