I had a small brown mole on my leg since birth, last October it changed to a what looked likely a dark blood blister with a red ring round it (picture 1), after about 4 weeks it turned skin coloured (picture 2) but slightly raised and has been like that until a week ago. It has now started to turn into a blood blister again (picture 3)

The fact that you have had this pigmented area on you vagina for so long suggests it likely is benign, but I recommend you have it evaluated by your gynecologist or a general surgeon and consider biopsy to definitively rule out a cancer or precancer. Good luck and take care.
Looking at the picture it looks like it could be a skin tag. Honestly it hard to tell for sure with the picture . Skin tags are completely benign and really only a nuisance since they often get caught in clothing and then become irritated. I would recommend you have a doctor check it out...
