It is important to get periodic skin checks and look for changes in moles and other spots that may be signs of skin problems. There changes to look for are the ABCDs, which stand for Asymmetry, Border Irregularity, Color change and Diameter increases. In the photo the spot look like a mole but it is difficult to say for sure. It hard to take a good picture down. The best way to would be to have it checked by a doctor.

Looking at the picture it looks like it could be a skin tag. Honestly it hard to tell for sure with the picture . Skin tags are completely benign and really only a nuisance since they often get caught in clothing and then become irritated. I would recommend you have a doctor check it out...
