Is it possible to permanently reduce this hyperpigmentation? (Photo)

I have severe hyperpigmentation on my chin area and it does not want to go away. Hydroquinone, cortisole, tretinion, kojic acid, hyuloronic acid, retinol serum, skin lighteners, soaps, creams, oils, etc do not work and some even make it worse. Peels, subcision, microneedling, prp, etc. do not work either. In 2024, is there no doctor who knows how to deal with this? I find it odd that I viable solution has never been offered despite me willing to throw money at the situation. Please advise.
