Removed a mole at home, and now it is growing back. Whats my cancer risk?

i was born with a mole on the shaft of my penis, and it has never changed. I got it checked out by my local dermatologist and he thought it looked fine. I then removed the mole with a home vinegar mole removal treatment, and my mole went away. now its 6 months later and it looks like the mole is growing back. It is the same size and is much lighter and not as raised. Should I be worried about this? What is my risk level? I'm only 18.
