Removed a mole at home, and now it is growing back. Whats my cancer risk?

i was born with a mole on the shaft of my penis, and it has never changed. I got it checked out by my local dermatologist and he thought it looked fine. I then removed the mole with a home vinegar mole removal treatment, and my mole went away. now its 6 months later and it looks like the mole is growing back. It is the same size and is much lighter and not as raised. Should I be worried about this? What is my risk level? I'm only 18.

The risk of melanoma is associated with several factors, including 
family history, number of moles and atypical moles, history of sunburns 
and more. Removal of a mole at home is not advisable for several reasons
 including personal safety and risk of infection, but occasionally moles
 grow back after incomplete removal. An accurate assessment of any mole 
and risk factors for melanoma is best done in person with a 
dermatologist.
