At least from the photos and history provided, this appears to be what has come to be termed under-eye "puffy pillows." Typically these may result from an improper choice of filler for the infraorbital area and/or too superficial placement of the filler leading to lymphatic obstruction. They can be quite difficult to treat. I have been having success in shrinking these unsightly pouches in patients who have come to me from elsewhere using an algorithm consisting of intralesional injections of varying combinations, concentrations, and amounts of anti-inflammatory agents. Your eye bags were unlikely caused by Belotero, but rather the technique used to inject the filler. Tear trough filler is a complex injection. It is important to select a skilled doctor or nurse who injects them very frequently. PRP is an alternative, however, filler gives a more effective result.
