I’m sorry your Botox experience hasn’t been ideal.  Bumps after botox can occur if there is a focal bruise from the injection.  Usually these are tender to the touch.  Botox can also make bumps in the bone more obvious once the muscles have relaxed and smoothed out.  In this case the contour in the bone was always there, but concealed by the working muscles.  Unfortunately I can’t imagine any other scenario that would explain this. The good news is that once the Botox wears off you should be back to baseline. Bumps this long after Botox are NOT normal. Usually, injection of Botox in larger amounts (5-10 units) over the medial brows like you have would resolve within 30-60 minutes, if not less. You state it was also painful which can mean a few things: 1. the injector may have gone through the network of blood vessels in this area & caused some deep bruising or inflammation; 2. the needle may have impacted the periosteum by accident, which is painful, & caused inflammation at the site. If this was more recent I would have recommended icing the area 20 minutes on, 45 off. However, I do not think this will help now that you are almost two weeks out. You have good instincts, though, I recommended following up with your plastic surgeon just as you are doing.
