The answer to your question is yes, but it may require several procedures.  If you have enough laxity in your scalp, a coronal type of brow lift will help to elevate your frontal hairline.  The problem with this procedure alone is that your frontal scar, from your previous surgery, will still be visible.  A possible way to disguise your scar and help to even out your frontal hairline would be to combine hair transplants  with your coronal brow lift.  Micrografts (1-2 hair grafts) can be implanted into the scar. Also micropigment implantation by a skilled cosmetic tattoo artist may also assist with camouflage.

Since the hair lowing incision was placed at the hairline you may have a difficult time with elevating it back. Remember this may necessitate hair removal with a coronal hair earring procedure.  Another option may be to temporarily shave your hair to your desired location and the use makeup along the scar.
