I am very interested in getting a tca peel but heard it hurts. Plus, a colleague of mine whose husband is an intern told her there are different percentages and the higher the better. I am not quite sure of it?

This should be answered by your treating specialist. IMO and experience, I like to wait at least 6-8 weeks following a proper acetone scrubbed peel. A proper TCA at 30% takes a week to recover, and at least another 2-3 weeks before redness fades. Collagen stimulation may take up to 10-12 weeks...
Yes you can get a TCA peel while on minocycline. Just avoid too much sun since you can get a little hyperpigmentation easier but with a hat and sunscreen, you will be just fine.
