I've been wanting to get surgery for so long, so I don't know what surgeon to talk to, and where to go, also I'm from Baton Rouge, Louisiana. Please let me know! Thank you.

Thank you for your excellent question.  The conversion from an outie to innie belly button is quite popular and can be performed by most board certified plastic surgeons.  The first step is to identify the presence of any hernias that are causing the outie appearance.  Once determined a procedure to reduce and repair the hernia can be performed at the same time as any excess skin removal and stitch placement to create the innie appearance.  Hope this helps

You are a good candidate for an umbilicoplasty.  An incision is made in the superior umbilicus and any hernia is repaired.  A deep suture is placed to create an innie belly button.   Best to go to a board certified plastic surgeon for best results
