Based on clinical practice 6 months period after implant removal and antibiotic treatment would be sufficient time to consider placement of new implants.
Nasolabial folds are not caused by bone deficiency of any kind and for that reason facial implants od an any kind is not going to correct that problem. Current solutions are soft tissue fillers and they seem to be working well except for the cost. Hope this helps.
Most likely that cheek augmentation with implants is the most predictable solution for cheek augmentation. Rhinoplasty and blepharoplasty could be done in the same time. Your surgeon should decide which procedure and order he/she is comfortable with. Good luck.
