Hi there! CO2 laser may work for the area. I would suggest trying Morpheus8. This is radiofrequency microneedling. There is a festoon protocol which works quite nicely for the areas you've circled. Multiple treatments are usually needed. The results are not the same as anything surgical, but smoothing and improvement in collagen tone can be made. I agree that blepharoplasty isn't needed.
