Will CO2 laser resurfacing help undereye puffiness? I have small puffy area under eye/upper cheek area sort of close to nose. A surgeon says I do not need blepharoplasty. I am attaching a picture but the area is hard to see

This is either scarring or textural changes in the skin. I would recommend using topical steroids or topical silicone, or even intralesional steroid injections.
