I am 24 years old with relatively good skin - no fine lines, dryness, dark spots, or pigmentation issues. I sometimes have the occasional pimple around that time of month, but they’re very mild and typically go away in a few days. Will I benefit from BBL Laser/HALO Laser? Or will it just be a waste of money?

If you want to do the best things you can invest in at your age, I would recommend a daily physical sunscreen and BBL. There is less long term research on Halo, so if your budget allows, you may consider doing those occasionally, but the BBL is absolutely worthwhile - far more so than spending a lot on fancy creams and facials.
