Retin A not breaking out much. (Photos)

Alright so I am using Retin A for 3 weeks now. I started using Retin A on the 2nd week of April. They said that you will break out from Retin A, but for me I don't break out alot, This week I got 3 pimples, and that is all no more. Does my skin need to break out from Retin A to see if it is working? My skin peeled too but not alot. I am using Retin A to fade my PIH. Sorry English is not my 1st language.
