Specific recommendations for hyperpigmentation around the eyes? (photo)

I recently had an Allergic Contact Dermatitis reaction around my eyes, which made them swollen and dark. The swollenness is now gone, but the darkness/discoloration is still there on my upper eyelid, under my eyes, and the sides of my outer eyes. Since this skin is thinner, I was wondering what the best recommendation is to rid of the discoloration as soon as possible. I'm trying to avoid any surgical procedures and looking for specific remedies such as topical bleach agents and peels.
