3 months post op cataract surgery, eyes are still tender and puffy. Eyes get swollen when I bend my head. What is the cause?

3 months after cataract surgery my eyes are still tender and puffy they get very swollen if I bend my head to read or do other activities ,this even gives me slight headache,i'm very concerned about it,i'm not using make up nor face creams anymore,my eye dr said its allergies but the allergy test came out neg.Please can you let me know what could be the cause of this and how to heal it?
