Swollen spots under eyes, who to see? Could Rogaine have caused them? (Photo)

5- 6 months have had swollen looking lumps, slightly discolored yellow or reddish pockets or areas under eyes on top of cheekbones. Sometimes eyes seem swollen. They seem worse in last few weeks. Online research says they might be malar bags? I don't drink alcohol or caffeine or suntan. I have been on Rogaine 5% Women's for 7 months for FPHL. Read can cause reactions or collagen breakdown. Should I see a derm or gp? Could Rogaine have caused them? Never had them before and am 44.
