Its difficult to adequately assess without photos from a profile view, but it does seem that you have underprojection of the under eye bone (maxilla). This also created lower eyelid retraction. In addition, you have upper eyelid ptosis (droop). Ideally, I would recommend tear trough implants, lower lid retraction repair with graft, and upper eyelid ptosis repair. 

There are different options for your problem. Each has different pros and cons. You can see some options on link provided. They include filler, fat injection, lower blepharoplasty, soof lift, and orbital rim silicone implant.

Voluma or fat grafts for hollow eyes? You will be safer with Voluma since fat grafting when done by an experienced injector can be asymmetrical and leave lumps! Voluma lasts for 2 years and is reversible.

Infraorbital hollows are usually indicative of a skeletal deficiency. While you did not shown a side profile it is likley you have a negative orbital vector which would substantiate the infraorbital-malar deficiency. While you can try injectable fillers and see if you like the results the only truly permanent solution is bone augmentation. This is best done by custom infraorbital rim implants deigned to fit your bone which provides horizontal and vertical projection.

If volume enhancement is your only option then despite the lack of longevity fillers are far more superior than fat transfer. The chance of being unhappy with fat transfer is high.There aren’t that many plastic surgeons doing implants in this area anymore. You may find someone that have extensive experience and can do a good job with it.It’s important to understand what the primary underlying problem is in order to understand the limitations and why one treatment option may be preferable over another.
