Why won't medicaid pay - if it's a medical reason?

I'm not over weight, but my bottom pouch of my tummy after my last 2 c sections will not go no matter how much I diet and work out it just gets looser. The problem is not the looseness it's the rash I get it burns and hurts and I shower daily yet there is an odor from that area. I can't take it anymore. I don't understand why they won't pay for medical reasons. Sometimes I itch it so bad it bleeds. I shower put Vaseline in that area which helps a few hours but it's horrible in the summer.
