Without before, and, current photos, it's difficult to access the additional options that may benefit you. Though it may not be what you wish to hear, if there is loose / saggy skin after a neck lift, it is unlikely that liposuction will improve it. A better result would come from a revision, possibly under only local anesthesia to tighten / lift this area a bit more. Address this with your plastic surgeon.
Neck Lift is performed for severe neck laxity and looseness of the Platysma neck muscle. The procedure will restore the youthful acute angle of the neck and tighten the skin BUT it cannot shrinkwrap extreme sun damaged skin. Without a photograph or examination it is impossible to determine if your skin laxity is associated with the way the surgery was done, with the way you heal and or the quality of your skin. If your skin is still sagging after a neck lift, then liposuction will not tighten the skin. You may need a revision.
