I always feel there are excess fat in my chin, but then I realize my jaw is just really small. Please help me find out what I can do. Thanks for your time

Best option is to have braces and jaw advancement. Your other options which are inferior include chin implant, sliding genioplasty

Your facial growth pattern is that of an underdeveloped lower jaw/mandible. The shorter distance under the chin between t he chin and the throat; makes the area look like you have a double chin, The ideal approach is to combine orthodontics to align the teeth and lower jaw advancement  to improve the 'overbite/overjet' you may have. Alternatively, if you do not want to fix the bite, you could undergo a sliding genioplasty along with augmentation of the jawline to 'mask' the jawline and make it look more prominent.
