 First off, I would not recommend any type of silicone product for lip augmentation.  Although they are being used, I don't think they look or feel natural, and they have a high complication rate.  Although the HA fillers are temporary, they give a very soft and natural result, and you can really decide how you want your lip to look.  Because they have a very small particle size, your injector can use a lot of finesse in attaining the type of lips you like.  If you want something more permanent, I'd recommend fat grafting.  About 50% should stay for the long term, but it is only really useful for plumping the lips.  You might still want to use HA fillers to refine your lips after fat grafting.

 There are many options that have been described for lip augmentation, though I would start with a Hyaluronic Acid based gel such as Juvederm Ultraplus. It is a soft gel that is more form stable than others and if injected in the red mucosa of the lip is will give a plumper look for maybe 8 months. I perform this in the office under local anesthesia and it is an immediate result, though the swelling can last over 2 weeks. Other options would be fat grafting if in the operating room already, or a collagen implant such as tendon if replacing a goretex implant. I would be careful with permanent implants for the lip.
