aren't i entitled to getting my money back for the failed laser hair removal? it's called permanent hair removal, after all.

The laser hair removals are not sold as permanent removal, rather as permanent "reduction."  Also, if you didn't complete a series of treatments you would not get any result over time.  You did not mention this.  There are no guarantees in this and some patients respond better than others.
