Laser Hair Removal 1 Year Ago And It Didn’t Work. Refund Due?

Am I entitled to getting my money back for the failed laser hair removal? it's called permanent hair removal, after all.

Doubtful you will get a refund

The laser hair removals are not sold as permanent removal, rather as permanent "reduction."  Also, if you didn't complete a series of treatments you would not get any result over time.  You did not mention this.  There are no guarantees in this and some patients respond better than others.

Unfortunately, no. :(. But fwiw, it doesn't mean that laser hair removal doesn't work on you, it means that the clinic and practitioner are most likely no good. They couldn't have used IPL (which is not a real laser), or they could have under-treated you due to their lack of skill/knowledge, or even told you were a good candidate even if you weren't.
