What would give me the best bang for the buck to give me a lower facelift, fix saggy jowels and a nice jaw contour? (PHOTOS)

Your photos demonstrate jowls and a heavy neck. In this situation a facelift and neck lift combined with submental liposuction would provide the best approach in the long term. Thread lifts also are targeting a lift on the skin and hence do not last long since there is no lifting and repositioning of the deeper layers and no tightening of the muscle. Based on your photos and stated desire for long-lasting improved facial and neck contour.  You would benefit most from a standard cheek and necklift, essentially a facelift.  This would allow appropriate fat removal under the chin, along the jawline and perhaps in the lower jowl region, platysma muscle tightening  in the neck and suspension of deeper soft tissue in the face.  The end result would be a more youthful shaped face with a more defined jawline, neckline, and smoother cheeks. With all of these changes, I strive for a natural appearance.

based on photos you need a neck/face lift and co2 laser resurfacing. without surgery you would get improvement with at home peels like cosmelan (see link), starting skincare, lasers like co2 or halo + bbl. and morpheus and threads for lifting. you really will need a combination of treatments. 
With significant neck sagging you would need a neck/face lift with muscle tightening (platysmaplasty). at the same time lasers (fraxel,  co2 or erbium( or microneedling RF (fractora, intensif) can be . performed to improve the crepe skin or wrinkles.  You need a formal consultation, as the neck can be treated with a combination approach:
1. micro needling and lasers for texture
2. botox, disport or xeomin to help platysmal bands
3. intensif or fractora RF microneedling for crepe skin and lifting
4. fillers like belotero, restylane silk, juvederm volbella to improve lines and folds
5. neck/face lifting if sagging is prominent or early starting +/- platysmaplasty (muscle tightening)

Thanks for the pictures- your options will vary and include a lower face lift with neck lift, neck liposuciton, lower facelift with neck liposuction, a lower facelift or a miniliftYou will be happy with all options and the pricing will vary based on the extent of what was done. All these procedures will improve your lower face and neck area and the extent of improvement will depend on the amount of procedure performed. I have listed them in order of most effective down, then its up to you and your surgeon to see what would be best for you .

Do not go with a mini facelift or threadlift.  I would recommend considering a face and neck lift...that would be the best alternative for the price.

I would say the treatment that would give you the most improvement would be a facelift with liposuction under your chin.  This procedure would address the fullness under your chin and also tighten the area of the lower face and upper neck, thus improving the jowls and jaw contour.  

 The photos demonstrate jowls, and fatty deposits in the neck. A lower face and neck lift procedure can accomplish tightening loose facial and neck skin, tightening loose facial and neck muscles, lifting the jowls, and removing the fatty deposits in the neck above and below the platysma muscle in addition to a platysma-plasty. This will significantly improve the jawline.

A
necklift only addresses the neck skin laxity. It will not improve the jowls or
cheeks. A mini-lift  and
a midface-lift also vary significantly in what is done,
depending on the surgeon performing it. They are usually performed in
patients with minimal laxity and would not improve the neck. The
terms facelift and lower facelift mean different things to different patients
and vary in their extent from surgeon to surgeon. A facelift or a
lower facelift which would include the neck area would have the potential to
produce the best cosmetic result of the neck, central cheek and jowl area.
Micro-fat grafts can produce a long term improvement of the areas
that are volume deficient. Thread lifts are very temporary and will not achieve what you desire.
It
is important to realize that following the advice from a surgeon on this or any
other website who proposes to tell you exactly what to do based on limited
photos without examining you, physically feeling the tissue, assessing your
desired outcome, taking a full medical history, and discussing the pros and
cons of each operative procedure would not be in your best interest. I would
suggest you find a plastic surgeon certified by the American Board of Plastic
Surgery and ideally a member of the American Society for Aesthetic Plastic
Surgery (ASAPS) that you trust and are comfortable with. You should discuss your
concerns with that surgeon in person.
Facial
rejuvenation needs to be individualized. What would be an ideal approach for
one patient is not necessarily the same for someone else. Based on the
examination and discussion at the consultation, you should have a better
understanding of the various options that can achieve the best cosmetic result
