For sure they can be designed back in place with veneers or porcelain crowns, but the other issue is to figure out why they are like that. It is most likely going to be a periodontal infection, an airway problem, or tongue habit issue and that should be addressed too. That way, once they are fixed they stay looking great!
Thank you for the question, and for sharing your photos. The protrusion of your teeth is due to the angulation and position of your central incisors. My suggestion would be a combination of braces/orthodontics and veneers would be indicated in your case to correct the alignment and give you the smile that you desire. Unfortunately, simply placing veneers on your teeth would not be able to achieve the results you're looking for.
