If you're okay with surgery, a lower blepharoplasty with fat transpositioning, along with a "pinch" bleph will likely yield the best result. It is normal for lines to heap up when you smile. The thing you are calling an eye bag is an orbiculariis roll. When you activately smile, this muscle contracts and looks more prominent. Sadly if you knock on enough doors, someone will happily oblige you and remove that muscle and overlying skin. It is called a transcutaneous lower blepharoplasty. Rather than making your look younger and better. That surgery will wipe out your lower eyelid. Quickly you will regret that choice. Extremely well done hyaluronic acid filler with Restylane (a truly fussy service) would be a very good choice for you. Less is more. Also use an eye cream for hydration. It is helpful.
