Given your description and the look of the photo, you likely have a seroma. These can be common after liposuction. Less so if you wear the garment properly (and it is tight) along with getting post op lymphatic massages. Unfortunately, at 7 month things have scarred in and more permanent, and it becomes more difficult to treat with just aspiration or just drain placement. You may need another surgery to resolve this issue. I would recommend seeing a doctor in your area so you can have proper follow up and treatment. This would have been an easy fix had it been addressed when it first developed. 

Once the seroma stays in place it forms a capsule and is capsulized. At this point, you should consider a mini tummy tuck to tighten your lower abdominal skin as well as to gain access to the seroma capsule that will likely have to be excised.
