How to remove a flesh black tattoo cover up?

Could anyone guide me on what would be the best procedure to remove this tattoo? The number of sessions? When can I start the procedure? Would picosure be effective for me? The artist used the black color from the brand "Dynamic Color" (vegan and carbon base). Thank you
