My top teeth used to show before I had braces and, through some complications, they caused my bottom teeth to be pulled up and now my top teeth don't show at all. I have a permanent bridge on top and would like them to show, but even when I force my upper lip, I still can't see my top teeth. Is there any way to push the bottom teeth down to make room for my upper teeth to show?

Don't Fret. All it probably takes is a one minute laser procedure to remove some of the left gum to match the right. Ask your dentist if he uses a laser. This is called a plasty procedure.
If the bite can be corrected without causing harm to facial aesthetics, then braces are indicated. However, it seems that you might have a skeletal issue (I see lack of upper lip support) and moderate overbite) which can on luck be corrected by braces then jaw surgery.
