Will veins return if IPL treatments aren’t finished? (photos)

I have had one treatment of IPL on some broken capillaries under my eye. It looks significantly better after only one treatment but there is still a mild redness with very small thread veins. If I don’t get another treatment to fully remove it will they return darker or will it stay how it is now? I’m trying to decided if it’s worth it to get it done again.
