I am 4 weeks post op with high profile cohesive gel I'm plants 290 cc under muscle . I was very tight right after surgery . Everything was improving for better until last week.i started to have a sore dull pain in upper left breast . At this same time,I notice when I bring.my left arm in to the Centre of my body or over to my right side I feel the implant move on the left side .is this normal ? I was very active prior to sugary( doing chest press & Flys regularly ).

It should be safe if you choose a reputable tattoo artist and location. I would consider waiting a full year for scar remodeling before doing it. Keep in mind that the implants continue to change over time and the location and look of your tattoo can change as well.
You should see your plastic surgeon for an evaluation. Since the numbness started after surgery, it is likely due to swelling. Numbness of the arms can be related to swelling after an IV or blood pressure cuff or bandeau that is too tight, but you need to see your surgeon to be sure nothing more...
It sounds like your sister is doing quite well with a very difficult disease. It seems like she would not be at a significantly increased risk with anesthesia. A situation like this should addressed with the plastic surgeon, anesthesiologist, and treating neurologist in concert.
