Are hair loss concealers made out of "nano-fibers" like "Toppik" safe to use?

I've been trying to research on whether or not there would be side effects to using hair loss concealers like Toppik that contain ammonium chloride and silica. Could inhaling some of these fibers, as I don't think there's a way to prevent inhaling a small amount with each application, cause respiratory problems in the long term?
