Thank you for your question. You can use IPL device for brown spots and hair removal, but I would recommend using Yag or Alexandrite for laser hair removal for best results. I would recommend being treated under the supervision of a Board Certified or Plastic Surgeon for safest and best treatment options. I hope this helps.
IPl can help eliminate hair but you wont see much difference as compared to actually doing laser hair removal. Using IPL for hair removal would require high setting and might make the skin sensative or irritated. Please apply your spf to prevent any pigmentation. Best wishes
IPL is best for rosacea and sun damaged skin, although many clinics who can't afford a true laser hair removal system (e.g. salons & spas), will use IPL to also remove hair which is less effective and more risky than a true laser such as the lightsheer duet. ~ Dr. Benjamin Barankin, Toronto Dermatology Centre.
Intense pulsed light is a great technology for reducing brown spots from sun and reducing small visible blood vessels. It can be used for hair reduction, but there are better technologies for that. Specific lasers of the appropriate wavelength are much better at destroying hair follicles. Use the best technology available for the desired purpose.

IPL is slow and tedious for the patient and the technician. IPL is attracted to color (red, brown, black) so that's why it works for various things, but the settings are different depending on what you're trying to treat (skin vs. hair).

Technically, anyone can get laser hair removal as it will work on any appropriate active hair follicle, regardless of age. Your daughter might be sensitive to the laser though and/or nervous, so make sure you visit a very experienced office. There are no issues with treating someone of this age,...
I have seen skin damaged by IPL treatments. I had an IPL in my office and quickly determined lasers are far safer and more effective for hair removal and skin rejuvenation. For rosacea or broken veins of the face use the V-beam laser. It is the gold standard for rosacea and facial veins
