Although your photo is somewhat helpful to see some aspects of your anatomy, it isn't ideal because you are looking down at the screen rather than straight into the camera lens which should be directly at eye level, perpendicular to your face. Also, because you are taking a selfie, the image is flipped so your "right eyebrow" actually looks to be higher than then the left. If one looks closely, your medial canthus (the inner corner of your eye) looks to be lower than your right side. This suggests an orbital asymmetry; that is your left and right eye sockets are not symmetric in terms of position and/or size. This will often create an asymmetry of the eyes and eyebrows, which can be more challenging, though not impossible, to correct.
As our other expert also suggests, it is possible to have a "dynamic asymmetry" of the eyebrows as well. This means that due to asymmetric stimulation of the muscles, you are creating further asymmetry. If your left eye (right eye in the photo) is more droopy (eyelid ptosis), then you would preferentially elevate your left eyebrow to compensate for that droop. This accentuates the asymmetry between the two sides. I would recommend a detailed, in person, evaluation by an Oculofacial or Craniofacial surgeon to tease out these possible issues. Your problem is ptosis (droop), which is worse on the right. This causes you to try and correct it using the muscle above the brow. thus elevating the prow. See a plastic or ophthalmic plastic surgeon experienced in ptosis correction.
