Would a Brow Lift correct my brow and eyelid atrophy and uneven eyelids? (photos)

Looking at your photo, I feel that the issue you're having isn't the brow. It's the eyelid. You have a mild ptosis on that side. Because the eyelid is low, you're compensating by raising the left brow to pull the lid above the visual axis so you can see. The levator muscle of the left eyelid needs to be tightened. Once the lid has lifted, the brow will come down to match that of the other side. A blepharoplasty will only remove skin but the eyelid will still be low.

Remember - ptosis surgery, NOT blepharoplasty.

Hi you have congenital eyelid ptosis (droop) and should see a Oculoplastic surgeon who can help adjust the muscle that helps lift your eyelid. It's highly specialized surgeon who specializes in this type of surgery who can determine which surgery is the best one for your level of ptosis. The brow ptosis can be adjusted with Botox but won't really help until your eyelid is working stronger and lifting your eyelid more effectively. Best Wishes!!
