I have raised pimple like spot on the corner of my eye since childhood. Is it cancerous? (Photo)

I have a raised raised pimple like spot on the right corner of my eye. Is it cancerous? I have used vascular laser to remove it but not sure if it helps or worst it would cause cancer? What is my condition and how can this be fixed?
