I Have a Swollen Looking Somewhat Horizontal Vein on the Base of my Penis?

This vein is much more apparent when I have an erection and has been there for at least a year or more! It isn't painful to touch or feel, and feels rather soft and kinda slippery! Any idea what it could be, whether it can be treated, or just general advice? Thank you!
