How can I get rid of reoccurring ingrown hairs/dark marks under my belly button? (Photo)

I suffer from so many ingrown hairs and dark marks under my belly button and I dont know what to do to get it back to normal. I've tried the laser hair removal but it didnt seem to be working or making the dark marks any lighter. Any suggestions? Even after I pluck some of the ingrown hairs they just keep reappearing
