Will LED red light therapy with home device-nuface trinity- make malar bags/festoons worse?

I have malar bags which often swell. The skin in this area is super sensitive too. I thought if i could improve the skin covering the area then the appearance of the bags may improve. I thought red led light therapy would help but have been advised increasing blood flow to malar bags will make worse. I certainly dont want to antagonise the bags but need to do something to improve skin. Have tried retinol based creams but bags really swelled up with retinol. I dont know what to do.
